The Australian National Sub-Acute and Non-Acute Patient Classification (AN-SNAP)

SNAP study and report

The purpose of the National SNAP study was to develop a casemix classification for sub-acute and non-acute care provided in a variety of treatment settings. The study was established so that the resultant classification could be used for both funding and clinical management purposes.

SNAPshot

SNAPshot is software designed primarily to collect “SNAP” (Sub-Acute and Non-Acute Patient) information. It has been used since 1996, and came out of the study conducted by the Centre for Health Service Development. SNAPshot has been modified for a range of applications including collecting the ACAT (ACAP), DVA, Version 3 AROC and HACC Minimum Data Sets.

SNAPshot

AN-SNAP Version 3

AHSRI has also developed grouping software called ‘QuickSnap’ which is capable of performing both batch and interactive grouping for AN-SNAP Versions 3 and 4.

The intellectual property associated with the AN-SNAP classification is owned by the University of Wollongong. However, the University has placed AN-SNAP in the public domain and is happy for others to use it without modification or development. AN-SNAP cannot be modified or developed without the consent of the University.

AN-SNAP Version 4

In December 2013, the Centre for Health Service Development, AHSRI, University of Wollongong, was commissioned by Independent Hospital Pricing Authority to develop AN-SNAP version 4. The classification development process involved a significant level of consultation with jurisdictions, clinicians and other key stakeholders across the subacute sector throughout the project.

Five specialist clinical committees were established to support the classification development in the areas of palliative care, rehabilitation, GEM, psychogeriatrics and paediatrics and specialised statistical techniques to produce a fully revised version of the AN-SNAP classification that reflects current and evolving clinical practice. AN-SNAP version 4 was released May 2015 and will be used to price subacute and non-acute services from 2016-17.

QuickSnap 

QuickSnap is grouping software for the AN-SNAP version 3 and version 4 classifications. It is compatible with Windows XP, 7 and 8.

This software has been developed primarily for users that will be submitting data to the Independent Hospital Pricing Authority (IHPA), but may also be useful for other AN-SNAP users. It is freely available for use by any health service organisation.

We have consulted with the IHPA and several services to create a system which will be easy to use and allows batch grouping of data which conforms to IHPA's Dataset Specification (DSS).

QuickSnap can also be used to perform interactive grouping (i.e. type in the values and view the AN-SNAP class for that set of values).
